The minimum age is 21, and a valid government-issued photo ID is required. Carry the physical card; bars check ID apart from the wristband, and a phone photo will not do.
Seattle winters are cool and wet, and rain is the safe bet. Wear a waterproof layer over your costume and shoes that can handle wet sidewalks, and keep your wristband dry.
